Provided we are dealing with Title Holders; If our procedures are accepted we would be pleased to receive an Offer of at least 1 Million BBLS JP54/Jet and 1 Million MT D2 per Month over 36 months:-
1. Seller (Title Holder) issues FCO, on the Seller’s Letterhead, made out to the Buyer, with all details of the transaction, including pricing, procedures, quantities and immediately liftable quantity.
2. Buyer issues ICPO made out to the Seller.
3. Seller issues Draft contract.
4. Buyer reviews and amends Draft Contract, if required and returns to Seller with signed Pay Orders for all facilitators.
5. Seller signs and seals Contract.
6. Seller issues Commercial Invoice and POP, including SGS Reports, Tank Receipts, Dip Test Authorization and Copy of Title, bank to bank and simultaneously to the buyer’s email address.
7. Buyer verifies POP within 24 hours from receipt and pays by MT103
8. Title transfers and lifting begins.
9. Upon successful first lifting, Buyer will issue an operative RDLC in favor of the Seller, for one month’s value of the contract, as per the signed contract.
If we are dealing with a spot, or rolling spot and no contract, we will go straight to Commercial Invoice per lift, issued by the Seller, signed by the Buyer and closing from there.
We generally look for a minimum of 10% of one month’s quantity of the contract to be in the tank to begin the transaction.

Dear Sir, we need urgent 500.000 to 1.000.000 barrels a month of JP54 are work preference:1) direct from bank to bank from the start is preferable.
Once a bank confirming with full responsibility that they actually keep the POP, we send the confirmation of our bank about the Funds and the issuance of the financial instrument (pre-advice).
2) Upon this must be the full POP and a Performance Bond (are not operational), which is then activated by our operating financial instrument.
3) We only work with goods to the business-linked financial instruments such as DLC or RDLC (or MT103/23 for spots.
There is no (never!) “free” financial instruments such as BG or SBLC that can be used outer of transactions in commodities.
Transferrable financial instruments, we do not, or only in rare exceptional cases when it is played with 100% open cards (verified) and the creation of transferrable instrument evident to us and our banks.)

I am a Korean and have been running a trading company (im-export) in Germany for the past 20 years. I am currently acting as broker with my partner in Malaysia & Singapore for Russian oils. At the moment our group works with resellers based in ①Korea ②Hong Kong ③Singapore ④some others, who have contracted relationships with Russian refineries.
As you know the contract volume amounts to more than $100 million USD and the real buyers would need to confirm sufficient funds in his bank account. The seller insists on having a bank guarantee (BG) before the procedure to begin. Please notice that the confirmation of the available funds would need to be issued by a top-ranked global financial institution, within the top 30 in the world. The willingness to buy is not enough. The seller and we as intermediaries feel serious about only negotiating with parties who can handle this size of the business. I mean real buyer.
The real seller is lift able and can confirm allocation at any time.
